Advocacy Season

The holiday season is upon us and we are truly thankful for each of you. Your dedication and commitment to your communities during this trying year is a testament to the economic development profession and Florida's resilience.

Another season that is upon us is the Advocacy season. The FEDC Economic Recovery Task Force formed this summer to produce recommendations to reinstate a modernized QTI program.

This white paper will be the hallmark of our legislative priorities for the 2021 session which convenes March 2, 2021, and concludes April 30, 2021. Leading up to the legislative session are the following committee meeting weeks:

2021 INTERIM COMMITTEE MEETING SCHEDULE

  • January 2021-Week of the 11th
  • January 2021-Week of the 25th
  • February 2021-Week of the 1st
  • February 2021-Week of the 8th
  • February 2021-Week of the 15th

Annually, FEDC hosts Florida Economic Development Week to emphasize the value and impact of improving local communities and elevating Florida's global competitiveness. The 2021 press event is planned for Thursday, February 4 and the week of emphasis is February 7 -13 using the hashtag  #FLEconDevWeek21.

Additionally, FEDC will hold a virtual Economic Development 101 Bootcamp for elected officials and others who wish to attend. Watch future newsletters and social media for a date, time, and details.

And finally, we are reviving the FEDC letter series to reinforce the tenets that will be featured at the Bootcamp. 

To achieve all of this we will need your help. I hope we can count on you to drive participation in each of these initiatives.

Florida Legislators Convene for Organization Session

 

On November 17, the Florida legislature convened for an organization session where Senator Wilton Simpson - R - Trilby was unanimously elected Senate President and Representative Chris Sprowls - R - Palm Harbor was unanimously elected Speaker of the House, each sharing a vision for the next two years. Since then each leader has made several leadership appointments.

2021 Senate Leadership

Senate President Wilton Simpson has announced the following leadership positions:
  • Sen. Aaron Bean - Senate President pro tempore
  • Sen. Kathleen Passidomo - Rules Committee Chair
  • Sen. Debbie Mayfield - Majority Leader
  • Sen. Kelli Stargel - Appropriations Committee Chair

2021 House Leadership

House Speaker Chris Sprowls has announced the following leadership positions:

  • Rep. Bryan Avila - Speaker pro tempore
  • Rep. Michael Grant - Majority Leader
  • Rep. Jay Trumbull - Appropriations Committee Chair
  • Rep. Tom Leek - Pandemics & Public Emergencies Committee Chair and the Redistricting Committee Chair
  • Rep. Paul Renner - Rules Committee Chair
  • Rep. Blaise Ingoglia - Commerce Committee Chair
  • Rep. Colleen Burton - Health & Human Services Committee Chair
  • Rep. Daniel Perez - Judiciary Committee Chair
  • Rep. Ralph Massullo - State Affairs Committee Chair
  • Rep. Bobby Payne - Ways & Means Committee Chair

Sprowls' committee changes also involve a newly named and expanded Education & Employment Committee, which will be chaired by Clearwater Republican Chris Latvala.

"The Education & Employment Committee has been substantially expanded by adding to it all the issues related to workforce and job training," Sprowls wrote in the memo. "Its subcommittees also take a different approach by separating elementary education and secondary education and pairing them with early learning and career development, respectively."

Sprowls also expanded what has been the Public Integrity & Ethics Committee into the Public Integrity & Elections Committee, which will be led by Vero Beach Republican Erin Grall.
