Celebrating Eight Years of Impact by OHPI

Dear Jacob,

The Online Hate Prevention Institute has just turned eight!

Established January 23rd, 2012, we've worked at the cutting edge addressing serious problems for individuals, communities and society. Problems only just beginning to get the attention they deserve from governments and technology platforms.

With stakeholders seek to take greater action to improve community safety, our expertise, tools and knowledge are increasingly in demand. We are growing our capacity and ramping up our activities to meet this demand.

We will shortly be announcing a schedule of focused campaigns, one each month, drawing attention to different areas of online hate. There will be opportunities to support specific campaigns through volunteering, donations and organisational partnerships. Our regular work will continue in parallel to the new campaigns, addressing urgent issues as they occur.

Eight years... wow. Thank you again for your support!

OHPI Turns Eight!
Our birthday announcement reflects on what we have done and shares some details of our plans for 2020. There is also an article from J-Wire reflecting on our impact in the space of tackling online antisemitism.

Halle Report: Hate & Violent Extremism from a Toxic Online Culture
A major report released just prior to Christmas examines a new form of terrorism, incited through online hate, which emerged in 2019. We present recommendations to address the problem.

Tackling Hate on Instagram
In our first briefing for 2020 we looked at hate on Instagram. The briefing examines three accounts which between them engaged in antisemitism, Islamophobia, misogyny, racism and more. In another win for OHPI, all three accounts have now been closed.

Submissions to Government
There are a number of inquiries currently underway which are relevant to our work. We recently made a detailed submission to the Victorian Parliament's Inquiry into Anti-Vilification Protections. Work is underway on submission to two federal inquiries. Our submissions will be public once published by the committees.

2019 Annual Report
We've released our annual report for the 2019 financial year. We produced three major reports, 27 briefings and appeared in the media 32 times. Over 21,500 people visited our website.

Briefing the Minister
We met with the Federal Minister for Communications, Cyber Safety and the Arts, the Hon. Paul Fletcher MP, briefing him on our work tackling violent extremism and helping to advance cyber safety. We highlighted our innovation and impact including our work removing material from terrorists inciting further attacks.

Community Training on Online Hate
In a partnership with the Council of Christians and Jews (Victoria), and with the support of the Victorian Government, we are delivering training and resources to facilitate local programs across Victoria to tackle online hate.

Communications Officer Appointed
Mr Peter Maloney-Ford has been appointed as our Communications Officer. Working over many years in Secondary Education, he brings expertise in areas such as Marketing, Publications, Archives, Multi-Media Support & Event Management.

Online Hate Prevention Institute reveals campaign plans for 2020

Our priority campaigns for 2020

Dear Jacob,

New government data reveals that 1 in 7 adults were targeted by online hate speech and 1 in 5 witnessed it happen to someone else.[1] Cyberbullying of children is closer to 1 in 5.[2] Those in minorities (whether based on race, religion, sexual preference, or other factors) are further impacted by group based base speech. A 2018 study from Monash university, for example, found that in a 12 month period, 80% of Australian Jews had seen antisemitism online.[3] We welcome the growing public recognition of the seriousness of this problem.

As Australia's only Harm Prevention Charity dedicated to reducing online hate, and with 8 years of experience and leadership in this field, we're ramping up both our efforts to tackle online hate in 2020 and our efforts to collaborate, train and support others wanting to take action in this space. This starts with the announcement of 11 one month campaigns into different areas of online hate and a call for volunteers to help us take this work forward.

I invite you to browse our recent activities and our plans for 2020. Consider how you can make a difference in tackling online hate. For some it will be a donation to a particular campaign, others may wish to volunteers, and some may have the connections to bring companies or government on board as sponsors or other organisations on board as partners. What's happening now...

Campaign Plans for 2020
Through 2020, each month we will focus on a different form of online hate. Campaigns will include: antisemitism, Islamophobia, racism, misogyny, homophobia and more. Each will have a fundraiser to increase scope and intensity.

Volunteering Opportunities!
We're seeking volunteers! Roles include: News Analysts, Researchers and Writers, Artists and Graphics Designers, Sub-Editors, Sponsorship Team Members and Partnership Team Members.

Campaign Against Holocaust Denial, Distortion and Glorification
We launched our first major campaign for 2020 on January 27th. The campaign is directed against Holocaust Denial, Distortion and Glorification. We will be publishing briefings as part of the campaign later this month.

Campaign Tackling Online Racism Against Indigenous Australians
We announced our March campaign - tackling Racism Against Indigenous Australians and launched a fundraiser to increase its scope & intensity. $352 has been raised towards our first expansion goal of $1000. We are also seeking partner, sponsors and volunteers.

Recent Activities

Australia Day
For Australia Day this year we posted an article sharing some of Australia�s history as it has impacted Indigenous Australians. The article was an opportunity to pause and reflect on our past, but to also learn from this reflection and build a better future for all Australians.

Holocaust Memorial Day
Holocaust Memorial Day, January 27th, commemorated 75 years since the Auschwitz concentration camp was liberated. Commemorations were held around the world, including in Melbourne & Sydney. OHPI reflected on the day as well as sharing the Melbourne event through online streaming.

TALK: Online Holocaust denial
At the request of Western University in Canada we provided a talk and discussion on online Holocaust denial for their Holocaust Education Week. A video of the talk is available through our Facebook page.

TALK: Countering Terrorist Financing
At the request of Australia's major banks we presented to forum of their anti-money laundering / countering terrorist financing staff. The talk highlighted how spaces of online extremism are raising funds.

Online hate is rising as more people spend more time online. We''re on the front lines monitoring the hate, the fake news and the conspiracies on COVID-19.

The rise in online hate during Coronavirus

Dear Jacob,

It''s been six weeks since our last newsletter. The Coronavirus and resulting lock downs mean more people spending more time online, which has led to a major rise in online hate. There are new challenges from conspiracy theories and fake news. We''ve dramatically increase both our activity in response, as you''ll see by scrolling down this newsletter.

In addition to our recently completed campaign on Islamophobia, we launched a Special Focus on Coronavirus. We increased our short term capacity with over 500 additional hours of volunteer work scheduled over the next month. Numerous articles are in the works on Coronavirus content and for our May Campaign tackling incitement to hate and violence against women.

We saw a major win after Dymocks removed 55 versions of Hitler''s Mein Kampf in response to our campaign and additional work by the Jewish Community Council of Victoria and the Executive Council of Australian Jewry.

Less positively, the announcements of our campaigns on Islamophobia and antisemitism let to barrages of hate filled comments. We document the Islamophobic comments, efforts of "whataboutism" seeking to undermine the campaigns, a comment promoting classic antisemitic conspiracy theories, a comment promoting Holocaust denial. We have much more on file.

Those who "like" our work out number the haters, but it''s clear the haters are more engaged. Please do what you can to stand up against the hate. Sharing a post, rather than just liking it, adding a comment, inviting people to join a campaign, make a donation, reading an extra article and discuss it with friends and family. 55 Editions of Mein Kampf Removed!

J-wire reports how our work with JCCV & ECAJ led to 55 of the 60 editions of Mein Kampf sold on the Dymocks website being removed. The remainder include commentary / educational resources.

Antisemitic Narratives

While possibly trying to help, this user''s comment on Facebook showed a high absorption of traditional antisemitism conspiracy theories about Jews, money and the media.

There''s None so blind...

Using comments to an article re: Hitler''s Mein Kampf, we examine blindness through ignorance. People comment without reading, engage in "whataboutism" and try hijack discussions.

We have published a new briefing which looks at current racist memes targeting Indigenous Australians. We first examined instances of this back in 2012. We are asking that Facebook address these reoccurring posts.

Racism Against Indigenous Australians on Twitter
Twitter has proven a positive tool for Indigenous Australians through the IndigenousX Twitter account. In our recent briefing, we look at this, but at the same time examine some disturbingly racist Tweets towards Indigenous Australians.

In rounding-out our March campaign of tackling racism against Indigenous Australians, we published a second article looking at online racism as it appears on Twitter. In this case we focused on a particularly problematic Twitter account.

Government Engagement

Australian Human Rights Commission

We have been working closely with the Australia Human Rights Commission and thank Commissioner Chin Tan and his staff for their excellent, and vitally needed, work during this pandemic.

Online Safety Submission

Our submission to the Federal Government''s Communication''s Department on plans to update the Online Safety Act has now been published.

The challenge ahead

The content we have published in the last six weeks (as you''ve seen above) and the even greater volume of data we have captures but not published, highlights the urgent need to increase our monitoring of the rising tide of hate, conspiracy theories and fake news resulting from Coronavirus.

We are meeting this challenge as best we can, and we thank the volunteers who have been contributing time and energy towards this goal. The increase in work, however, is causing a sharp rise in our costs. Monitoring, analysing and writing up the data, publish the articles, promoting them, moderate the resulting comments, and investigate the resulting hate, all involves real and unavoidable direct costs as well as adding to overhead costs.

At the same time, our fundraising campaigns have been hit hard.

Our April campaign on Islamophobia (now closed) raised just $188
Our current campaign''s fundraiser on misogyny, tackling the critical issue of online hate and incitement to violence against women, has raised just $20 so far.
We recently launched the fundraiser to tack antisemitism for our June campaign, and so far have raised $186.

Thank you again to everyone that has donated. Every donation really helps. There remains a vast gulf between what we need to continue operating at this level and what the public are able to provide, in light of the economic crisis COVID-19 is causing. We have been raising this with those who might be able to support us, including government.

Any help you can provide at this time would make a real difference. Whether it is a general donation, support for a specific fundraiser, helping to share one of the campaigns, forwarding this e-mail to people who are interest, or raising the need to support this work with government and businesses, all help is appreciated.

The World is Going Digital

Dear Jacob,

I''d like to open with a sincere and well deserved thank you to Martin Splitter who has just stepped down from the role of Chairman of OHPI''s Board of Directors. Martin has held that role since May 2014, which is most of OHPI''s existence. What we have achieved, and the fact we have continued our work in the face difficult circumstances, is a testament to his leadership. Martin remains a Director of OHPI and continued to lend his expertise and experience to the Board.

I also wish to welcome our new Chairman, Mark Civitella. Appointed to the OHPI Board in December 2018, Mark is an experts in crisis management, strategic communications, and countering violent extremism. He is a Lecturer at La Trobe University, a communications consultant, and a Fellow of the Public Relations Institute of Australia. I congratulate him on his appointment and wish him well in this new role.

As the situation with the Coronavirus CORVID-19 develops, organisations around the world are moving to online work, more people on social media and online games, companies are spamming anyone they can with details of the changes they are making or service they are offering, and some online services are struggling under the load.

Our work was already almost entirely online. One exception is our Tackling Hate Speech program in partnership with CCJ(Vic). We are exploring whether there is sufficient demand to convert it into an online program. The program is funded by the Victorian Government and offers Victorian organisations a free 2 hour session learning to identify and safely respond to racial and religious vilification. If it goes online, it could be a great way for communities to engage together online during this crisis. We can, for a small cost, potentially extend the program beyond Victoria and beyond community groups (e.g. for businesses, local government, professional development for teachers, etc). Our campaign tackling racism against Indigenous Australians is going well. Sharing a briefing from the campaign with the Legal and Social Issues Committee of the Victorian Parliament was a highlight. We also had a major win shutting down terrorist content and raised concerns over the sale of certain versions of Hitler''s Mein Kampf with lack commentary or annotations that would make them useful for study, rather than simply spreading Nazi ideology. This work and more is outlined below.

Campaigns Update

Tackling Online Racism Against Indigenous Australians

Our work on this campaign can be seen on the Tackling Online Racism Against Indigenous Australians campaign page. It will be updated until the end of the campaign as new material is released.

Support for an Enhanced Campaign

Support by 29 people of our fundraiser tackling racism against Indigenous Australians raised $1000 to enhance the campaign. As a result, additional content will be published in the coming days.

Islamophobia on the Internet

Our campaign on combating Islamophobia will launch at the start of April. A fundraiser to tackle Islamophobia to enhance this campaign is now active. So far it has attracted more abuse than support.

Recent Activities

Prioritising Indigenous Australians

Our CEO discussed the challenges and responsibilities of tackling racism against Indigenous Australians. There is a need for Australian knowledge which international platforms often lack.

OHPI Presents to Victorian Parliament
Four directors of OHPI presented to the Victoria Parliament''s Inquiry into anti-vilification laws and outlined our work tackling online vilification, its nature, danger and harm. We shared a briefing on racism against Indigenous Australians, work tackling terrorism & on Mein Kampf.

Racism on Instagram

Instagram continues to host racist content, with entire accounts dedicated to racist memes. We shone a light on numerous Instagram examples of content targeting Indigenous Australians.

OHPI Stops Promotion of Terrorism
We found and took action on a page displaying a terrorist manifesto advocating the killing of Jews, Muslims and Christians. The page displayed advertising paid for by the NSW, Victorian and South Australian state governments. Our action led to rapid removal of the manifesto.

OHPI Warn About Sale of Mein Kampf
We calling on Dymocks Books to stop selling editions of Hitler''s Mein Kampf which promote Nazi ideology and are fuelling extremism. Limiting sales to editions with added commentary and / or annotations would support study and help to reduce extremism.

Human Rights Commission
We''ve met a few times with Race Discrimination Commissioner Chin Tan from the Australian Human Rights Commission to discuss our work. A recent video conference meeting discussed the risk of increased online hate at this time as more people spend more time online.

Islamic Council of Victoria
On the Friday one year after the attack in Christchurch we met with the ICV to pass on our condolence and discuss work to tackle online Islamophobia. The impact of the attack continues to be felt by Muslim communities around the world.

Improving Online Engagement
Four new navigation buttons added to our website now make it easier to find our campaign schedule, the current campaign and fundraiser, and the services we offer to Government, Companies, NGOs, Universities, Media and community organisations.

Action on Holocaust denial & racism

Dear Jacob,

New briefings and media engagements have put significant pressure on technology companies to up their game. In depth training for anti-hate program facilitators has providing cutting edge and timely expertise to volunteers, looking at racism resulting from the Coronavirus CORVID-19. We''ve been actively engaging in consultations with the Federal Government and the Victorian Parliament.

Our February campaign tackling Holocaust denial uncovered a range of shocking examples of denial and distortion, with additional examples we shared through the media. Many more examples we are monitoring will be shared in the coming weeks and months if the platforms fail to remove them.

Our March campaign tackling racism against Indigenous Australians, as announced last newsletter, is now underway. An article in 10daily launched the campaign and a post promoting our campaign fundraiser has now been liked / shared by over 1000 people. $850 to further enhance the campaign has been raised thanks to 29 donors. $150 more and we''ll be shifting to our plans for a tier 2 campaign with additional outputs (as outlined in our 2020 campaigns plan). A significant amount of data has been gathered and will be published over the next couple of weeks. In launching the campaign we''ve been targeted with a significant racist backlash. We''ll be exploring this in forthcoming articles as well.

Next week we''ll be appearing before the Victorian Parliamentary Inquiry into anti-vilification laws. Four of our directors will be presenting to the Inquiry and we look forward to the opportunity to share some of the work we''re been doing to tackle the problem of online vilification, in addition to helping the Committee understand the nature, danger and harm that can be spread online.

We''re currently preparing for our April campaign on Islamophobia. The fundraiser to enhance this campaign is live and donations and help sharing it are appreciated.

Holocaust Denial on Instagram
In a new briefing we examine 9 examples of Holocaust denial and trivialisation on Instagram. Our campaign led to the first 5 items being removed, but the next 4 are still online. Please help us report them!

Holocaust Distortion
Our briefing on Holocaust distortion examines a Facebook page promoting a conspiracy theory about US death camps for German POWs. "These were the real death camps of World War Two" an article it links to claims.

OHPI in the DailyDot
With an online audience of 23 million, the DailyDot is described as "the paper of record for Internet-community news". They interviewed us regarding online racism, as multiple "Black Lives Don''t Matter" accounts were springing up on Instagram.

Training to Tackle Online Hate
On Sunday 23rd February, as part of a joint program with the Council of Christians and Jews (Victoria), we delivered a full day of advanced training to people from various community groups. We discussed the rising racism from Coronavirus and took an in-depth look at different types of hate.

Government Engagement: Victoria
Our submission on Anti-Vilification protections was published by the Victorian Parliament. In it, we give evidence on online vilification and advocate for better protections covering more people.

Government Engagement: Federal
Our submission to the Consultation on a new Online Safety Act highlights the need for eSafety to have a wider remit to tackle all forms of online hate speech. We''ll share it when it is made public.

The Facebook boycott is poorly times and poses a threat to democracy.

Boycotting Facebook is not the answer

Dear Jacob,

The Facebook boycott in the United States is deeply concerning. It is a symptom of popularism and the modern post-fact world - not a solution to those problems. The demands attached to it in fact endager democracy.

Action by European regulators, and particular Germany, on hate speech led to significant improvements by Facebook over recent years. Action by Australian regulators on terrorism, in response to the Christchurch attack, led to significant improvements by Facebook in tackling extremism. As I reported to the IHRA Antisemitism Committee, the problem today is mostly on platforms like Gab, Telegram, BitChute and 4chan, not Facebook or YouTube. The mainstream platforms have made life so difficult for those promoting hate that many have just left these platforms and moved elsewhere. That''s a sign of serious progress.

Facebook also recently moved forward with their new independent governance board. The board, made up of international experts, will now have final say on content moderation. We congratulate Prof. Nicolas Suzor from the Queensland University of Technology Law School who was appointed to this board. It's great to see Australia represented at this level of global decision making.

Given how much progress Facebook has made, and how far ahead it is compared to other companies, we have to question the advertiser boycott at this time. The boycott is not civil society leadership on a company that is recalcitrant and has major issues, but rather grandstanding that aims to exploit the public fears and anger about racism more broadly. It targets a company that, while it can surely improve, is making a real effort to do so.

One of the demands behind the current boycott, that Facebook to use its own judgement to censor political campaigns, is dangerous to democracy. It would allow a private company to exert a huge influence over elections, dampening some voices while amplifying others and doing so outside of the rule of law. Facebook, while happy to remove hate speech in other circumstances, doesn''t want this power in the context of elections. Facebook''s effort to avoid taking on this role is part of the reason it is being boycotted.

As to the other examples of hate, yes, on a platform with the volume of content Facebook deals with, there will always be some examples of hate. The question is how Facebook handles them. The situation is like attacking a government that is trying hard to reduce crime because the crime rate is not yet zero. We need to measure the level of hate and the effectiveness of both human and AI efforts to respond to reports. We need civil society, not just Facebook itself, to review decisions and ensure policies, standards and training are in fact getting the right results. We need to seek constant improvements. As long as that is happening, we can ask no more.

The other basis for the campaign is that Facebook is exempting political speech by candidates and their campaigns from the usual rules. That's a move we support. If there was a law, and the law made no exception for political campaigning, then Facebook would be required to uphold that law. Anyone upset with Facebook''s interpretation of the law, or with the law itself and its impact on democracy, could challenge it in court.

The US has no such law. In the US hate speech is protected speech under the First Amendment to the US Constitution. That means any US law that seeks to ban or penalise hate speech will be found invalid by the US Supreme Court. In the US the law cannot force Facebook to remove hate, nor can it force Facebook to keep it online. At law, it is entirely up to Facebook.

When it comes to ordinary speech, we support Facebook''s right to remove hate and we encourage them to do so. When it comes to political speech directly relevant to an election, the equation is very different as there is a broader public interest in having an informed electorate. Just as fake news should be supressed, the true speech of political candidates, however distasteful, should be visible to the electorate. Only then can democracy function.

Supplemental Submission to Victorian Parliament
By invitation, the Online Hate Prevention Institute tabled a Supplemental Submission to the Inquiry into Anti-Vilification Protections: Parliament of Victoria on June 17th. The additional submission was requested in light of the impact of COVID-19.

IHRA Plenary Online
Our CEO, Dr Andre Oboler, represented Australia in an online meeting of the International Holocaust Remembrance Alliance (IHRA). The meeting was run out of Berlin and Australia''s delegation was headed by Amb. Lynette Wood, Australia''s Ambassador to Germany.

IHRA''s Antisemitism Committee
Dr Oboler presented to IHRA''s Antisemtism Committee on COVID-19 related antisemitism in Australia & the UK. While it exists, it is gaining little traction and is swamped by other antisemitism. It is most on Gab, Telegram, BitChute and 4chan, not Facebook or YouTube.

An article by our CEO, Dr Andre Oboler and Professor Emerita Suzanne Rutland in The Australian Jewish News discusses the IHRA Working Definition of Antisemitism and criticism of Israel. The definition allows for criticism of Israel, but rejects antisemitism mascarading as criticism. It draws an important line.

Campaign to Tackle Homophobia & Transphobia
We are now in the middle of our July Campaign to Tackle Online Homophobia & Transphobia. Please be mindful of this type of online hate and report any instances of homophobic or transphobic hate to social media platforms.

Campaign to Counter Online Trolling

Using Memes to Spread Hate Towards Dwarfism

False Legal Information and Covid-19
During Covid-19, some individuals have taken to social media to inform the public on matters of law and citizen's rights. Yet the information they are spreading is not always accurate and their legal backgrounds highly questionable. One of our latest briefing looked at this.

Covid-19 and the Vilification of Australian Politicians
The current pandemic has generated some unacceptable online comments & images of hate towards Australian government leaders, specifically targeting and vilifying them. This briefing reflects on yet another product of Covid-19.

Antisemitism in the Midst of the Coronavirus Pandemic
As part of OHPI''s June campaign, Tackling Antisemitism, our briefing took an in-depth look at patterns of antisemitism during the coronavirus pandemic. The briefing covered both local and international developments.

Since early March, we''ve been documenting the evidence of rising racism, hate speech and fake news during the pandemic in our Special Focus on Coronavirus.

Our June campaign, Tackling Antisemitism has come to a close. The campaign clearly demonstrated that social media platforms have a lot more work to do in eradicating this area of hate.

Facebook bans Holocaust denial

Dear Jacob,

Over the past 8 years we''ve document content, groups, pages and comment on Facebook which promote Holocaust denial. Through discussions with Facebook we''ve usually got them removed. We made our case time and time again that this extra effort should not be needed. Facebook''s message that "denying the Holocaust is not a violation of our policies" was wrong and send a harmful message. Today that policy was reversed and Holocaust denial is now officially a breach of Facebook''s community standards.

We''ve welcomed the change in policy (see our press release) and we see it as part of a far more profound change at Facebook, one that sees greater engagement with civil society around the world. It is a change which see Facebook wanting to be a part of society, rather than acting as if it had sovereign authority that put it above communities and the governments they elect. This change has been quietly going on through 2020, though the process was put in place long before. Facebook has been trying to change and doing so methodically. The policy on Holocaust denial was a line Facebook has drawn in a sand, one which until today they were unwilling to wipe a away.

We are engaged in discussions with Facebook regularly across a wide range of issues. The change in policy allows us to work with Facebook staff to clean up some of the Holocaust denial hate which continues to pollute the platform. We''ve posted about this on Facebook, Twitter and LinkedIn. We''ve commented in the media. We''ve pointed to the documentation of Holocaust denial on Instagram earlier this year, the many dedicated Holocaust denial pages we had removed from Facebook in the past, training we gave as recently as this month for the Jewish Holocaust Centre, and the work we did with the first empirical report covering Holocaust denial on Social Media.

Online the comments have asked, "is the content still there?" The answer unfortunately is yes. Facebook knows this and has rightly explained that it will take time for staff to be trained, Artificial Intelligence algorithms updated, and the backlog to be cleared. In the mean time the content will remain online. It ranges from videos of the infamous Holocaust denier David Irving, to short Holocaust denial propaganda clips, and outright claims "Holocaust is a big lie".

Sometimes Holocaust denial is obvious, other times it takes detailed knowledge and expertise. Holocaust deniers have fooled academic journals and student newspapers. They have run their own publishing houses to give their work a look of legitimacy. Tackling this problem on Facebook and other platforms will take time and skill, but agreeing it is against community standards is the first step. We''ll be working with Facebook on the second, identifying the content (like those links above) and letting them know so Facebook can apply the new policy. Already much of the obvious and easy to find content that was there earlier this month is gone, but much work still remains.

Facebook has finally reversed their long-standing policy by announcing that Holocaust denial will now be banned on their platforms. OHPI strongly welcomes the news, having pushed for the company to alter this policy since we were founded in 2012.

Dr Andre Oboler outlined a grand plan to bring human rights organisations and academics across the region together to tackle many kinds of online hate in many countries and languages using shared methodologies and tools.

Lecture - Holocaust Denial & Distortion
On October 5th, Dr Andre Obober presented an online lecture for the Jewish Holocaust Centre in Melbourne on Holocaust Denial and Distortion. The talk was part of a larger training program run by the centre, including for their expert guides.

Online hate is part of the "new normal"

Dear Jacob,

The problem of online hate is increasingly being spoken about by government, media and the community. There is a growing recognition of the urgent need for action. It has become part of the "new normal".

At the Online Hate Prevention Institute we are increasingly being called upon to provide expert recommendaton, advice and support not only to community organisations but to governments as well. The lack of any financial support for this work, despite government''s recognition of its importance and of our expertise, continues to baffle us. It is one of many gaps between what is supported and what is needed that are becoming increasingly visible as this crisis continues.

We will continue to do what we can within our resources, but like other charities, we are increasingly having to say no. We are sorry that this leaves some without the support they need, and which we would ordinarily provide. We would like to do more, and we have sought support to fund the various additional requests that have been made to us, but so far without any luck. Short of government, a foundation or a major donor stepping forward, we need to put any new intiatives on hold - despite the demand for them.

In the mean time, our regular work continue. As part of that, there will be a free online training session on online hate and COVID-19 on August 16th - please book to join us. The session is part of our partnership with the Council of Christians and Jews (Victoria) and run in conjunction with the La Trobe Law School''s LawTech group.

The Legislative Assembly Legal and Social Issues Committee has formally accepted our Supplemental Submission for their inquiry into anti-vilification protections. It has been published on the Parliament of Victoria website.

This webinar for the IEEE Computer Society in Hyderabad was attended by 200+ people. It examined how Facebook has improved in tackling online hate over the last 18 months and discussed why the current boycotts are misguided and should be focused elsewhere.

Campaign to Tackle Racism & Xenophobia
We are commencing preparations for our September campaign which will focus on tackling Racism & Xenophobia. We welcome donations to our fundraiser which will activate plans for a larger campaign and increase its effectiveness.

Unmasking Serious Trolling on Twitter

Celebrities and public figures are considered as "fitting targets" for online trolls to do their worst. As part of OHPI''s August campaign to counter Online Trolling, a briefing seeks to shed light on the shameful practice of online trolling.

Our July campaign, Tackling Homophobia & Transphobia has come to a close. The campaign clearly shows the harmful nature of this area of hate. We call on all social media platforms to continue in their work to eradicate it.

Homophobia & Transphobia on Twitter & Instagram
This article shows examples from social media that are aimed at discrediting & humiliating members of the LGBTQ+ community. Offensive memes and images are used, along with messages of hate & harassment.

Anti-Trans Abuse Online
Online abuse against non-binary and binary trans people is unfortunately common online. Some is overtly hostile. Yet other unintentional or well-intentioned forms of online abuse can also cause harm. An article by volunteers, Dr G?vi Ansara & Gene, helps in preventing this.

This briefing seeks to foster an awareness of the many homophobic messages found on Facebook and Twitter. While examples cited in this article are from the United States, similar messages are occurring daily throughout the world.

We mark the 1st anniversary of Yom Kippur Terrorist Attack in Halle, Germany, by sharing our response to that attack and our impact against terrorism

OHPI''s Impact in Counter Terrorism

Dear Jacob,

Yom Kippur, the holiest day of the Jewish year, begins on Sunday night. Last year on Yom Kippur an extremist armed with homemade guns and explosives targeted the synagogue in Halle Germany. The day was chosen to ensure maximum casualties. While the security measures at the Synagogue kept the attacker out, a woman who passed by was killed and the attacker eventually moved on to a secondary target shooting a Muslim man at point blank range at a nearby takeaway store.

Though the Jewish community was the primary target, the Halle manifesto directly called on readers to kill Jews, Muslims, Christians, Communists, people of colour and traitors. When a society allows such hate to spread, no one is safe.

The attack was the result of online radicalization. It was the fourth terrorist attack coming from the same online source of far-right radicalisation: two mosques were attacking in Christchurch (New Zealand), a synagogue was attacked in Poway (California, USA), Mexicans and immigrants were targeted at a Walmart in El Paso (Texas, USA), then the synagogue in Halle (Germany). All of this in the space of a single year.

The Online Hate Prevention Institute responded immediately to each of these attacks. We works to have the terrorist manifestos and videos of tacks removed. We analysed the manifestos and communications of the attackers and the spread of their terrorist propaganda. After the second attack we called for the source of the incitement to be treated as a supporter of terrorism, and after the third attack others joined this call including Cloudflare who suspended services to them.

Our detailed report into this source of terrorism received support from local and international experts, the technology sector, the Australian Human Rights Commission and the European Commission. It analyses both the attack and the response. It provides recommendations to reduce the threat from this online radicalisation. With its many detailed recommendations it has made a significant impact in policy circles internationally.

Below are some highlights from the report and from our work since then to remove copies of this manifesto which not only incites violence, but also provides instructions to make guns and explosives to carry out that violence.

While government spending has gone into spreading such extremism (unintentionally of course, see below) it has not gone into supporting the vital work of the Online Hate Prevention Institute. We are at present entirely reliant on support from the public, and should another attack like this occur, we would be unable to provide the same level of world class leadership as we have in the past to both prevent the spread of violence and keep the community safe.

Recent Highlights in Countering Terrorism

Christchurch Report
Immediately after the Christchurch attack we began a report into the incident which was updated regularly with analysis and information as we worked.

Christchurch Actions
We provided extensive analysis and deep background to the media in Australia and overseas about online radicalisation. The background was updated with links to ongoing coverage we provided in television, radio and print / online media.

Media engagement: ABC 7.30
Our CEO, Dr Andre Oboler, appeared in a segment on the ABC''s 7.30 program discussing the aftermath of Christchurch and how we can prevent further attacks.

ABC News
In an interview with ABC News, which was then syndicated internationally by MSN, we discussed monitoring online hate and extremism and what can and can't be done. There was a focus on Artificial Intelligence and the role is can play, but with an emphasis that it has limitations and will not provide a complete solution.

Poway Attack
Following the attack on the synagogue in Poway (California, USA) we released a brief report and took action which led to the original two copies of the manifesto the terrorist had posted being removed.

Meeting the Federal Minister
We discussed our work tackling extremism in a meeting with Paul Fletcher, the Federal Minister for Communications and Online Safety. In the meeting went through our efforts supporting police, removing terrorist manifestos, tracking extremism and working with social media companies to rapidly remove threats.

Halle Attack
After the attack on Yom Kippur in Halle, Germany, we released a major report examining this attack and the serie of incidents and online radicalisation that has created what was now clearly a systemic problem and on going threat.

Stopping Terrorist Financing
We provided a presentation on fundraising methods used by online extremists to a meeting of the major banks'' anti-money laundering / counter terrorism finance staff. In the meeting we share details of Melbourne based financial services firm whose advertising was appearing along side terrorist material. We worked with them to resolve the matter.

Removing Hitler''s incitement material
Our work with the Jewish Community Council of Victoria and the Executive Council of Australian Jewry led to Dymocks removing close to 100 online editions of Mein Kampf, some of which were designed for extremists.

Government ads on terrorist content
In March 2020 we discovered a joint project of the NSW, South Australian and Victorian governments displaying advertising next to a copy of the terrorist manifesto from Halle. We worked with the project''s technical staff to stop the advertising and remove the manifesto.

Evidence to the Victorian Parliament
We presented to the Victorian Parliament on our work, including the our work to stopping Victorian tax payers funding the promotion of terrorism and calls to kill Jews (see above). A transcript is available.

Closure of "The Aus-Right"
In August 2020 an OHPI confidential report and our discussions with Facebook let to the closure of "The Aus-Right" Facebook page. The White Nationalism page promoted racism and regularly called for Melbourne to be Nuked. These attacks started in response to comments by Canadian Alt-Right activist Lauren Southern on a 2018 visit to Australia but they intensified during COVID-19.

Fighting against the rising tide

Dear Jacob,

This newsletter shares our latest work tackling the rising tide of online hate. We look at racism against Black Americans posted in Australia, anti-Asian hate spreading on Twitter, a rise in antisemitism, attacks on our politicians and more. We have tackled that and more since our newsletter last month, links to the specific articles are below. For those who are new to our mailing list, our past newsletters are a great way to track develops in online hate as well as the critical work we have been doing, particularly through this pandemic.

In addition to our public work, we continue our efforts applying for grants and reaching out to politicians to ensure this vital work will be supported and can continue. We are Australia''s only national Harm Prevention Charity dedicated to tackling online hate and extremism, we have an amazing track record over the last 8 years, but we continue to face barriers to get the financial support from governments to tackle these online issues - even at this time when the need is so obvious. Federal, State and local governments need to step up.

To our Jewish supporters, we wish you the traditional greeting of Shana Tovah (happy new year) but do so with concern for the year ahead. It has been a tough year given the rise in antisemitism and from our monitoring, the coming year is unlikely to improve. Already the narratives of antisemitism online are shifting. The path to recovery from the pandemic will involve challenges and stresses, and some are already looking for scapegoats.

In a few days we will send a special announcement reflecting on the Halle Attack on Yom Kippur a year ago and our work tackling the shift from online hate to violent extremism. While donation to support our work can be made at any time, that anniversary newsletter will be part of a fundraising appeal. It will reflect on our major report (released just prior to Christmas) which has made a major contribution to the efforts to tackle online extremism. It highlights why our work is not just helpful, but vital. Your help to introducing others to us in the coming days by forwarding this e-mail can really help. The Rising Online Hate from COVID-19
Working together with the Council of Christians and Jews and La Trobe LawTech we ranan online event tackling hate resulting from the COVID-19 pandemic. Our CEO, Dr Andre Oboler ran the session which was very well attended.

Open Letter to Facebook
Together with over 125 other organisations from around the world, we called on Facebook to adopt the International Holocaust Remembrance Alliance (IHRA) working definition of antisemitism. We are proud to have coordinated the Australian response.

Australian Racism Targeting Black Lives Matter
In a recent briefing we examine a series of racist posts on Facebook by an Australian who has set out to attack Black Americans and the Black Lives Matter protests.

Xenophobia 2020: COVID-19 Anti-Asian Attitudes
OHPI looks at the rise of anti-Asian sentiments over the past 6 months following the emergence of COVID-19. Online in 2020, anti-Asia has become the new Xenophobia. Far more work needs to be done in this space right across society.

More Racist and Anti-Chinese Sentiments on Twitter During COVID-19
The surge of anti-Chinese sentiments & increased racism as a result of COVID-19 on Twitter is examined in a briefing. It draws on examples from the United States focusing on messages with racial slurs with hateful / threatening overtones.

Attacking Politicians and Antisemitism
An online report showed graffiti on the street in Donvale (Victoria) threatening an attack on Premier Daniel Andrews. The graffiti included symbols with antisemitic messaging. The rise in threats to politicians and the normalization of antisemitism need to be addressed.

"I''m not anti-Semitic, but.."
We examined a range of comments from people who regularly seek to disrupt our efforts in tackling Holocaust denial. While some of it has come from the political right, a lot of it has also come from the political left.

Why Facebook Needs to Adopt the IHRA Definition
An article by our CEO, Dr Andre Oboler, looks at why Facebook needs IHRA''s working definition of antisemitism if it is to close the gaps in its understanding of antisemitism and be more effective in moderating online content.

Our campaign to Counter Online Trolling has now come to a close. As part of this campaign we published a number of briefings and news items testifying to the disturbing effects of trolling and the need for action by social media platforms.

This briefing shows the extreme level of online abuse used by trolls in their vicious pursuit to harm. It looks at misogynistic attacks on two public figures and messages aimed at inciting people to suicide.

Books That Inspire Us to Stand Against Online Misogyny

An article written by one of OHPI''s volunteers shares five books that tap into the strength and resilience of women who continue to make a stand against online misogyny.

Trolling: the Modern Day Coliseum
In this guest article PhD Candidate Delysha Pick discussed whether legislative action is needed to put a stop to vicious and frequent online trolling. She argues that messages from trolls cannot be dismissed as harmless banter or satire and emotional and psychological distress they cause needs better recognition.

Black Lives Matter and the problem of online hate

Black Lives Matter & Online Hate

Dear Jacob,

The protests in the United States, and around the world, make it impossible for Black Lives Matter to be ignored. The death of Black people in the United States at the hands of police has become a regular occurrence. Not only does policing in the United States build on a racist past, many US police forces have for years been targeted by white supremacists for infiltration and recruitment. While COVID-19 means mass gatherings to protest pose a risk, and that risk is far higher in the US than here, without universal healthcare like Australia''s Medicare, Black people in the US are dying at three times the rate of white people.

We have our own serious issues of racism here in Australia, but they are different to those in the United States. To support Black Lives Matter as they seek change in the United States, we need to know more about them. To tackle racism here in Australia, and particularly racism against Indigenous Australians, we need to learn more about ourselves. COVID-19 poses different threats in the United States and here in Australia. While both hate and anti-racism campaigning spreads around the world through the internet, each of needs to add our local context to what we see and to how we respond.

These issues and more are discussed in our recent articles which are listed below. The final articles in our campaign tackling misogyny are presented, along with a number of new articles on COVID-19 and more. The fundraiser for this month''s campaign tackling antisemitism is open and a new fundraiser for next month''s campaign on homophobia and transphobia has been launched.

Campaign to Tackle Antisemitism

Black Lives Matter Australia
While supporting the global protests over George Floyd''s death, recent protests in Australia were primarily about Indigenous deaths in custody and combating anti-Indigenous racism. The issues in Australia are real but different to the US. We need local messaging and education.

Blur faces: Signal's anonymity tool
Encrypted messaging App Signal released an update to support the US Black Lives Matter protests by bluring the faces of protesters in photographs. We called for it to be used selectively to protect protesters but still support police in tackling crime.

Black Lives Matter & Online Hate
In this article we look at attacks on Black Lives Matter, differences between Australia and the US that effect the value and risk of protests, and we dive deeper into some of the COVID-19 specific causes behind the US protests.

One of our latest briefings for our focus on the "Coronavirus: Racism, Hate Speech & Fake News" looks at how discrimination against the Chinese community has been elevated by the very names given to the virus through media headlines.

Islamophobic Pages Target Mosques
We have investigated a number of far-right Islamophobic pages who have turned their attention to targeting mosques in the wake of the recent COVID 19 pandemic. The pages have published specific news reports to push an agenda that Muslims are not law-abiding citizens.

Our May campaign, to stop online misogyny, has come to a close. The campaign clearly demonstrated that Twitter, Instagram, Facebook and YouTube have a lot more work to do in eradicating this area of hate on their platforms.

Youtube Misogyny
In rounding out our May campaign to Stop Online Misogyny, we have published a briefing, "Youtube Misogyny", which looks at the rise in misogynistic comments on various Youtube channels. More work can be done by YouTube to make sure its platform is hate-free.

Treading Water in an Ocean of Hate
A volunteer & supporter of OHPI has written a personal reflection on the rise of misogynistic hate through social media. The article looks at misogynistic abuse in the workplace and asks that we all take a stance against online hate however it appears.
