The State Council on Developmental Disabilities (SCDD) has begun to send out Adult Family Surveys (AFS) and Family Guardian Surveys (FGS) to all families with children 18 years or older living at home (AFS) or living outside of their family home (FGS), and receiving at least one regional center-funded service other than case management. These surveys will be mailed and collected between the end of November 2019 through June 30, 2020. We hope that you will participate in these important surveys as your feedback is very valuable to us.

Every five years the State Council on Developmental Disabilities (SCDD) develops a new state plan to guide their direction and their work. They want their state plan to reflect the priorities of their stakeholders, including people with developmental disabilities, their family members, advocates, and others who care about and support them. If that describes you, take 10-15 minutes to complete this anonymous survey.

How a Child Can Qualify for SSI Benefits with a Developmental Disability

Social Security benefits can help ease the financial burden of caring for a child with a developmental disability.

Caring for a child with a developmental disability can be challenge. A parent may have to quit working to stay home with the child, or parents could need to pay out of pocket for additional therapies and services for their child. This can cause a major financial hardship for parents. Social Security benefits can help ease the financial burden of caring for a child with a developmental disability or low IQ. Supplemental Security Income (https://www.ssa.gov/ssi/), or SSI benefits, from the Social Security Administration (https://www.ssa.gov/) can be used to help cover living expenses and additional treatment expenses for the child. These benefits are available to foster parents as well as parents for children that meet the SSA’s qualifications.

SSI Benefits for Developmental Disability

All of the conditions that are eligible for SSI benefits are listed in the Social Security Administration’s Blue Book (https://www.ssa.gov/disability/professionals/bluebook/ChildhoodListings.htm). It used to be that any child with an IQ under 60 would automatically qualify for benefits, but the SSA has updated the listing requirements for kids with developmental disabilities. Now in order to be eligible for SSI benefits parents must show that their child has had a full scale IQ test and has an IQ score of 70 or below, or that the child has a full scale IQ score of 71-75 with a verbal or performance score of 70 or below. Additionally, they have to show evidence that the child has an extreme limitation in one of the following areas, or a severe limitation in two of the following areas:

understanding, remembering, or applying information (ability to learn term and concepts, follow instructions, solve problems)
interacting with others (ability to understand social cues, cooperate, make and maintain friendships, handle conflicts)
concentrating on tasks and maintaining pace (ability to complete tasks in a timely manner, ignore or avoid distractions, work close to others without distracting them), and
managing oneself (ability to protect self from harm, regulate emotions, control behavior, maintain personal hygiene).

Medical sources (https://www.disability-benefits-help.org/glossary/social-security-disability-medical-sources) from a doctor, like hospital records can be used as proof. So can test results and assessments from psychologists, child development experts, counselors, teachers, case workers, social workers, and any other professionals who can offer an expert opinion about the extent of the disability and how it impacts the child’s day to day life.

How to Qualify Financially

If the child meets the listing requirements in the Blue Book, the parents will need to qualify financially before the child can be approved for SSI benefits. The total income (https://www.ssa.gov/ssi/text-child-ussi.htm) of all adults in the household that are working must fall below the cap set by the Social Security Administration in order for the child to qualify for SSI benefits. Parents can submit W-2 forms or Federal tax returns to prove their income. If you’re submitting Federal tax returns you usually will need at least two years of tax returns to prove your income.

Getting Started

Once you have all of your medical documentation and the financial documentation that you need, you can make an appointment at your local SSA office (https://www.disability-benefits-help.org/social-security-disability-locations/california-regional-offices). Bring all of the documentation you have to the appointment with you. A staff member at the SSA will help you file your claim and submit all of the evidence that you have to prove your claim.

Make 2 Calls - Save Your Services, Your State Representatives Need to Hear from You

Between now and June 15, let your state representatives know that supporting the developmental disabilities service system matters to you.

We are resharing the advocacy message from the Association of Regional Center Agencies (ARCA)

While federal advocacy is going to be an important part of our system's strategy, there's critical work needed now, in California!

Earlier this month, Governor Newsom proposed over one-half billion dollars in cuts to the developmental services system that serves you and your community. The Senate's Budget Committee recently gave their unanimous support for our system, service providers and regional centers. Both the Governor and the Senate recognize our State's major financial crisis. But the Senate proposal would need to find money in other parts of the Budget and make sure people with developmental disabilities don't have to suffer any more cuts. This is quite possibly the best we could hope for, and we strongly support it!

What's the Senate version?
The Senate proposal keeps extra funds for Early Start Therapeutic Services, Independent Living Services, and Infant Development Programs - money other services got last year. They would delay the start of unpaid holidays for service providers, reject extra family fees (disability taxes), and create a way for providers to get funds for local minimum wage increases. The Senate's proposal also rejects cuts to critically important social services such as Medi-Cal and In-Home Supportive Services (IHSS). Most importantly, they propose rejecting all cuts to service providers and regional centers - over one-half billion dollars.

What's the Assembly doing?
The good news is, there is an agreement reported between the Senate and Assembly, which will stick very close to the Senate proposal. More details will be available in the coming days, starting with a special hearing on Thursday morning. We're optimistic it will keep all the best parts of the developmental services proposals too.

Regardless of what that agreement looks like, the Legislature will still have to negotiate with the Governor. We need to make sure, at every step of the way, the Budget stays at least as strong as the Senate version.

What can I do?
The Budget has to be passed by June 15. Between now and then, you need to let your representatives know that supporting the developmental disabilities service system matters to you. If you can make two quick phone calls, and forward this on to your friends, you'll be helping ensure the Legislature will push to protect your services.

How To Protect Your Services - Make Two Phone Calls Now

1) Go to http://findyourrep.legislature.ca.gov/ and enter the address of your home.

2) Click the name of your Senator to go to their Web site.

3) On their Web site, click the "Contact Me" link. It's usually in the upper right corner.

4) Find the "district office" closest to you and call them.

Say: you're a constituent, and you strongly support a Budget that protects the developmental disabilities service system and its funding.

5) Now go back and click on the name of your Assemblymember.

6) On their Web site, you'll most likely find their phone number at the bottom or down on the right side of the main page.

City of Los Angeles Hot Lunch Meal Program

Mayor Garcetti announced a new partnership with the City’s Department on Disability to provide free meals to individuals and families with disabilities across Los Angeles.

This is a temporary program beginning May 18 through June 30. The program will offer a free lunch bag for 5 days a week to 3,000 City of Los Angeles residents who have disabilities.

Action Alert - Contact Your Congressmember Now - Stop the Trigger Cuts to DD Services

The Governor's May Revise has over one-half billion dollars worth of cuts to DD services. New federal funding will prevent these "trigger" cuts.

Governor Newsom has released his updated Budget proposal. Called "the May Revise" (because it comes out in May, and revises an earlier proposal), it factors in the major impact of the COVID-19 pandemic on our State's economy. In real terms, this means well over one-half billion dollars in money taken away from our service system. Some of this comes from new ideas being cancelled. And a huge part of it is cuts to service providers and regional centers. However, there's one escape...

These are "trigger" cuts. If new federal funding is provided to the states, these cuts will not be triggered. The House of Representatives needs to negotiate with the Senate, as well as the White House. Regardless of whether your member of Congress is a Democrat or Republican, they need to hear from you today! Can you take 3 minutes to make a call or send an e-mail?

Advocate For Federal Support for California

A quick call or e-mail to your member of Congress is how you can help prevent hundreds of millions of dollars being cut from our service system.

Go to https://www.house.gov/representatives/find-your-representative and enter your zip code.
When it identifies your representative, click on the "mail" icon under their picture.
You may be asked to re-enter your zip code. If you don't know the extra four digits, that's usually ok.
Either fill out the e-mail form, or scroll to the bottom of the screen for the phone number for their office. You can call their district office or the office in Washington, D.C. (note that D.C. is three hours ahead of California, so call before 2 p.m.)

What do you say? That's easy! The message is very simple....

"I am a constituent of the Representative. Please support extra federal funding for California to help save disability services. And please ask your colleagues in the Senate to support it, too!"

That's it! You've just asked your representative for the funds that will help prevent major cuts to your services, and most importantly, you've told them you also want them to encourage their colleagues to be a part of the solution.

This isn't about Democrats or Republicans. It's about the services that make full, integrated lives possible for over 350,000 Californians with developmental disabilities. Your advocacy can make a difference, but only if you act now!

Disaster Relief Assistance for Immigrants Opens Today, May 18 / La Asistencia de Socorro en Casos de Desastre para Inmigrantes Comienza Hoy, 18 de Mayo

Coronavirus (COVID-19) Disaster Relief Assistance for Immigrants opens today, Monday, May 18, 2020.

Twelve immigrant-serving non-profit organizations were selected by California Department of Social Services (more information here: https://www.cdss.ca.gov/inforesources/immigration/covid-19-drai).

The immigrant-serving non-profit organizations will help individuals to apply for and receive disaster relief assistance. An undocumented adult who qualifies can receive $500 in direct assistance with a maximum of $1000 in assistance per household.

The organizations in Los Angeles that were picked are:

Asian Americans Advancing Justice - Los Angeles
Coalition for Humane Immigrant Rights (CHIRLA)
Central American Resource Center (CARECEN-LA)

At the beginning of the coronavirus and the ‘Safer At Home’ order, many regional center service providers adjusted the way they provided services. Instead of providing services in the clinic, at the program site or in your home, they adapted to the change of regulation that allowed them to provide the service via remote or electronic communication. As the ‘stay home’ orders are again changing, some programs (and families, too) want to return to in-person services. Here are some things you should consider when deciding the best way for you and/or your family member to receive services or other supports. You may also ask your provider for their written plan.

LA County COVID-19 Rent Relief

Program Details
The LA County COVID-19 Rent Relief application will open on August 17, 2020, for income-eligible renters in Los Angeles County.

Eligible Renters
LA County COVID-19 Rent Relief is open to renters in Los Angeles County. Eligible renters must qualify based on income and have struggled to pay rent, due to the COVID-19 pandemic. Their landlord must provide a W-9 and sign a participation agreement in order to have the rent paid on behalf of the tenant.

Click here to view the list of targeted zip codes that are prioritized for 50% of the available funding. Renters not listed in targeted zip codes may still apply if they meet the eligibility requirements, with the exception of residents living in the City of Los Angeles, as the City also received its own allocation of CARES Act funds and has its own programs for City Residents.

Applications will open on August 17, 2020, and you can submit your application at 211la.org/lacounty/rentrelief, which is available 24/7, or by dialing 2-1-1 between 8 a.m. to 8 p.m.

It’s Potty Time! Play Series

COVID-19 Vaccine Community Input Sessions

Please join the State Council on Developmental Disabilities in an important opportunity to directly share feedback and concerns regarding the COVID-19 Vaccine. SCDD’s Executive Director, Aaron Carruthers, is a member of the newly established Community Vaccine Advisory Committee (CVAC). Aaron will be hosting community input sessions to share information, explore your concerns and establish plans for ongoing communication regarding Vaccine Committee activities.

Message/Letter from ARCA: Prioritizing OUR Community for Vaccination

We're sharing the message/letter from the Association of Regional Center Agencies (ARCA) with regards to COVID-19 vaccination:

People with developmental disabilities have been disproportionately harmed by COVID-19. Loss of access to services because of stay-at-home requirements, disruptions to daily life, and increased health risks have all harmed our community. Direct Support Professionals (DSPs) and family members - whose work is critical to supporting people with developmental disabilities - also experience these challenges, and more.

While your regional center and service providers continue to work to meet your needs in this temporary state of affairs, ARCA and the regional centers strongly support returning to normal as quickly as health and safety allows.

COVID-19 vaccines are coming soon. But initially, supplies will be limited. Given the impact on our community, ARCA and the regional centers are urging the state to prioritize people with developmental disabilities and the DSPs and family members who care for them.

The facts are clear. The impact is real. And your regional center knows this. ARCA, in our role representing all 21 of California's community-based regional centers, will continue to strongly advocate for the needs of the people our system serves, the DPSs who support them, and the family members who are so often the key to community life.

Project Connect - 24/7 Disability Support Line

A FREE 24-hour telehealth support line for individuals with disabilities, their families, direct support professionals and others.

As the holidays rapidly approach and the Country is still in the midst of the COVID-19 pandemic, many people are expressing feelings of depression, stress, anxiety, isolation, fear and other emotions that can make it challenging to get through the day let alone the holiday season. The Arc of California and the Stony Brook University School of Social Welfare have partnered to offer Project Connect, a FREE 24-hour telehealth support line for individuals with disabilities, their families, direct support professionals, and others who support individuals with intellectual or developmental disabilities.

The Project Connect support line can be reached at 888.847.3209 and is staffed by graduate students in the School of Social Welfare and supervised by licensed social workers. The graduate students are able to offer a wide range of support services, including counseling, wellness checks, depression screening, and referral to community services.

Donate to Help Lanterman Families Experiencing Food Insecurity Due to COVID-19

We have seen an unprecedented request for help from our families who have experienced layoffs and furloughs with the most basic of needs – groceries.

Dear Lanterman Community,

Every year during the holidays we raise money for the Help Fund, which we then use throughout the coming year to assist clients and families with basic needs that cannot be met through other resources.

As you can imagine, the last several weeks have seen an unprecedented request for help from many of our families who have experienced layoffs and furloughs with the most basic of needs – groceries.

Only several weeks into this crisis, we have accessed much of the funds available in the Help Fund, way more than we expected, and we only anticipate it will become greater as the shutdown continues.

We are sharing food pantry information, and other community food resources with families, but are finding that most of these resources are beyond their capacity and not able to meet the greatly increased demand. As our service coordinators are checking in with families, this is the one need that our most vulnerable families ask for help with – food. Whenever possible, families are being provided with a local grocery store gift card, however, in cases where the family is not able to leave their home, staff from the Koch-Young Resource Center have facilitated home delivery of food.

All of us have been affected in numerous ways by the pandemic, albeit some even more than others, but we’re humbly asking for those among the Lanterman community that are able to, to contribute whatever amount they can to the Help Fund. So when families ask for help, we will have the funds to say YES.

The Lanterman community has always come together to take care of its own and my hope is that once again we will be able to collectively weather this storm.

I hope that you and your loved ones are staying healthy and safe and remembering that brighter days are ahead.

03.14.20 Lanterman Coronavirus (COVID-19) Update

Please bear with us as we all try to figure out the way forward in this rapidly evolving situation. For now, Lanterman Regional Center is open for business, but we will adjust our operations based on direction from the Department of Developmental Services (DDS) and state and local health departments.

Collectively, the top priority is the protection of the health and safety of each person being supported. So first and foremost, staff, clients, families, service providers, we all need to stay home when we are sick. Second, we all need to practice Universal Precautions and wash our hands regularly, cover our mouths when we cough or sneeze, and then wash our hands again.

We’ve also started COVID-19 pages on our Web site in English and Spanish to share some of the resources and info we found most helpful and accessible, plus to share information specific to Lanterman about any effects this is having on our operations, our service providers and community as a whole. Any changes will also be shared via e-mail newsletter as well as Facebook posts. (more info about how to sign up for the newsletter and find our Facebook page is available below)

The biggest change is that for the next 30 days, service coordinators will be asking the client or family if they are willing to have what would normally be a face-to-face meeting over the telephone. DDS has officially waived the requirement for these meetings to be face to face at this time and for the following 30 days.

This same flexibility in providing services via remote electronic communication is being afforded to service providers as well to ensure that services essential to the health, well-being and development of children continue to be delivered.

Additionally, to protect the safety of individuals with compromised immune systems, those at higher risk of respiratory illness, and people who live in certain specialized residential settings, the Department is directing centers to ensure those individuals temporarily avoid day services outside the home. Families know what is best for themselves and their loved ones and will need to make decisions that they are comfortable with, the Regional Center and services providers will accommodate and support to the best of our ability.

If you do find that you need to come in to the Regional Center, please note, high contact areas are being wiped down regularly. Also worth noting, all large group trainings have been rescheduled or will be rescheduled. Out of an abundance of caution many smaller group meetings and trainings have also been suspended. Please see the following, however if you're unsure, you should check with the appropriate point of contact prior to attending.

Support group meetings have been suspended through April
Playgroups have been suspended through April
Small group trainings including those on technology, mental health, etc. have been suspended through April

At this time, we will also be stopping the circulation of all library items including books, videos and toys. Check-ins will continue to be accepted. The Koch-Young Resource Center does remain open at this time and can be contacted at 213.252.5600 or kyrc@lanterman.org. We apologize for any inconvenience these cancellations may cause to you, and as soon as it is safe to do so, regularly scheduled meetings and trainings will pick back up and we will begin rescheduling other trainings and events.

This is a very fluid situation and we will adjust as we learn more information. We will get through this together and will keep you informed regarding any changes that affect our community. We all share the common goal to prevent and contain the spread of this virus in our community. We hope that everyone remains safe and healthy.

03.30.20 Lanterman Coronavirus (COVID-19) Update

Lanterman's physical office remains closed to the public; staff are working remotely – reachable via phone and e-mail

Dear Clients, Families and Service Providers,

It's been just over a week since we shut down Lanterman's physical offices and worked to transition over 150 staff to work remotely. It was no easy feat to figure out the technical logistics of this move (it even meant boxing up full desktop computer setups to send home with staff).

With our clients among the most vulnerable members of the community, and with so many of them and their families also being so significantly impacted by the health and economic consequences of COVID-19, the teamwork and collaboration witnessed last week was a true testament of the Lanterman spirit and what we can all accomplish when we work together.

While this was a week of transition, service coordinators were actively reaching out to their clients and their families/caregivers to inquire about health and well-being, and address service needs. Our Community Services team worked with countless service providers to implement remote services so they could continue to support clients and families going forward.

We will continue to update our Web site (www.lanterman.org) and Facebook (https://www.facebook.com/lantermanregionalcenter) as we receive new information from the local public health department and the Department of Developmental Services. We are also sharing nutritional, financial and educational resources, as well as stay-at-home activities that we come across on our Facebook page. And we have included a selection below.

We really have no idea how long we will be operating under “work at home.” Experts are indicating that the “stay at home” order could last from several weeks to several months. What we do know is that we must continue to foster a sense of community (albeit from a physical distance) utilizing the various means of technology available to us to support one another and we will get through this #togetherbutseparate.

Calls from Unknown Numbers/Llamadas de Números Desconocidos

As we shared before, clients, families and service providers can still reach their service coordinator, someone in community services or even accounting via their direct phone number and e-mail. If possible, please allow them 48 hours to return your phone call or e-mail. Know that Lanterman staff are working diligently to respond to incoming inquiries as quickly as possible.

In the event whomever you contacted is unavailable, or you do not know who your service coordinator is or how to contact them, the Center’s 24-hour emergency phone line is operational and reachable at 213.383.1300. You can also reach us at our general e-mail kyrc@lanterman.org.

What this means is that when they call you back, you may receive phone calls from an unknown or unidentified number from your service coordinator, a Community Services staff member, or our fiscal staff. We understand that some individuals may feel more comfortable knowing who is calling them so we wanted to take a moment to provide this update. In any event, they will leave a voicemail or e-mail you so you can respond. Also, if you have a preferred way of communicating, let them know.

Food Resources for Pasadena Residents

PUSD Meals

Pick-up 7 days a week from 9-11 a.m. at Eliot Arts Magnet, Field Elementary, John Muir High, Madison Elementary, McKinley K-8, Norma Coombs Elementary, Wilson Middle
This service was previously only available on weekdays. Starting this past weekend it is available 7 days a week. Read the press release with more information.
This service is not limited to PUSD students. It is available to ALL children 18 and younger. Only one child needs to be present in the vehicle for pick-up. On the weekends, meals will be provided for everyone in the household, including adults.

Today's Friday. Those who have the fortune to work remotely in a traditional workweek are winding down. But for the people our system serves, the direct support professionals who are critical parts of their lives, and their families, their tireless work continues.

The current crisis is challenging all of us in different ways. We want to take a moment to say, from the bottom of our hearts, thank you.

Thank you, to every service coordinator working to connect their clients and families to new or alternative services to meet their needs.

Lanterman Providers Approved for Teletherapy

Please note these lists are current as of 03.24.20. We expect that additional providers will submit plans to provide remote services in the coming days.

We have compiled two lists of service providers (those providing Early Intervention services on one and providers serving other ages in the second) who have been approved to provide services in some type of alternative model or location in response to COVID-19, in most if not all cases through teletherapy.
