Headingley Development Trust – A community doing it for itselfFor 14 years, Headingley Development Trust has blazed a trail as a wholly member-led organisation – responding to local needs and concerns whilst generating all its own income. Their pioneering community share issue in 2008 led to the creation of Headingley Enterprise and Arts Centre, HEART. Their 2018 issue, Headingley Investment Fund, has already enabled them to refinance HEART’s loans, reclaim a derelict house as an affordable home, and set up their latest venture, The Headingley Greengrocer. Come and find out how they’ve done it. ![]() Holbeck Neighbourhood Plan – Shaping the future of the local area![]() Meet The Holbeck Neighbourhood Forum and a group of planners at Leeds City Council to visit some of the sites allocated in their neighbourhood plan. Hear and share some of the challenges and opportunities inner city neighbourhood forums face in producing a neighbourhood plan. Canopy Housing – More than just a landlordFor the last 20 years, Canopy have been renovating empty homes with volunteers and homeless people who then get to move into the homes they have helped bring back into use. They train unemployed people in construction skills, create jobs, improve community cohesion and contribute to the regeneration of disadvantaged neighbourhoods. ![]() East Street Arts – Artistic development, place-making and social change![]() ![]() For 25 East Street Arts have created the space, time, resources and opportunities for artists and communities to be innovative and influential within the cities they inhabit. As a strategic agency for artistic development and social change, it is their ambition to demonstrate the culture-led development can provide a sustainable future for our cities. ![]() Meet some of our speakersKim Leadbeater - Ambassador for The Jo Cox Foundation and Chair, More in Common, Batley and Spen![]() Kim is an ambassador for the Jo Cox Foundation which was set up after the murder of her sister, Jo Cox MP, on 16 June 2016. She also chairs the Batley & Spen ‘More In Common’ volunteer group and is spokesperson for The Great Get Together. Since Jo’s death she has devoted much of her time to creating a positive legacy for her sister. Kim champions the importance of strong communities, where everyone has a sense of identity and belonging, inspired by Jo’s words "we have far more in common than that which divides us”. Councillor Susan Hinchcliffe - Leader, Bradford CouncilCouncillor Susan Hinchcliffe was elected Leader of Bradford Council in May 2016 and Chair of West Yorkshire Combined Authority in August 2017. Susan is Bradford born and bred and has served as councillor for Windhill & Wrose since 2011. Susan’s varied career has included running her own business, a management position at a major newspaper and a senior role with a national charity promoting responsible business practice. ![]() Alison McKenzie-Folan - Chief Executive at Wigan Council![]() Alison is passionate about public services and determined to make a difference for residents and communities. ![]() What's new this yearResponding to the climate emergency at ConventionWe believe that protecting the environment involves all of us taking small steps every day to help the bigger picture. This means, this year we will be making some important changes at Locality Convention '19 to respond to the climate emergency. Here is everything you need to know: You won't find any meat on our menu All food at Locality Convention '19 will be vegetarian. We know there are different theories about what the most sustainable diet is, but we believe that for our internal and external events the simplest, most impactful way is to go vegetarian. Bring your own bag and stationary There will be limited numbers of tote bags you can purchase with a donation to an environmental charity. We're also Use our new app and save paper We are creating an event app as an alternative to printed programmes this year to reduce paper usage. There will be a small number of programmes available to people that need them, printed on recycled paper. Learn about the climate emergency We will feature discussions and learning on responding to the climate emergency this year, both in our opening plenary and in the 'Responding to the climate emergency – what we can do at the community level' workshop.

Up and down the country councils and communities are coming together to transform their places. More and more local authorities are moving away from bureaucratic commissioning and big outsourcing contracts. Instead, they''re unlocking the power of community by:

![]() Meet the first Keep it Local councils![]() These 11 councils from across the country are the first to sign up to the national network committed to building strong local partnerships, sharing power and maximising local strengths. We know changing direction is a difficult thing to do. So we''ve created the Keep it Local Network, in partnership with Lloyds Bank Foundation for England and Wales, to support places on this journey and help make change happen.

![]() New research looking at why local government wants to Keep it LocalAlongside the announcement of the first eleven Keep it Local councils, we''ve published new research looking at why councils are increasingly choosing to Keep it Local. We worked with seven community organisations across the country - from Leeds to South Gloucestershire and Bermondsey to Birmingham - exploring their role, and how they are supporting councils to deliver their goals.

Councils are building partnerships with community organisations to support and access a powerful network that has built organically over time, as well as providing high-quality services for local people. Our research shows that these community organisations have built a range of relationships and partnerships with local people, public sector agencies, providers, businesses and other local partners. They have a catalytic role in linking up these often-disconnected parts of the system. ![]() Nick Plumb, Policy Officer at Locality has written a short blog summarising the research and looking at the drivers for councils choosing to Keep it Local.
