NERC's Electricity Information Sharing and Analysis Center (E-ISAC) is providing asset owners and operators (AOOs) the Preventive Measures Index (PMI), adapted from Argonne National Laboratory's Physical Security Metric Tool, to help them measure and enhance their ability to resist disruptive events at facilities, including substations, control rooms, and power plants. The PMI tool takes into account existing protective measures at facilities and consists of question-and-answer sections on key topics, which AOOs complete to yield a PMI score.

President Donald Trump issued an Executive Order that prohibits acquisitions, importation, transfer, or installation of any bulk-power system electric equipment designed, develop, manufactured, or supplied by a foreign adversary. The Executive Order authorized creation of rules/regulation necessary to safeguard the Bulk Power System. Facilities should be prepared to follow additional developed rules, evaluate cybersecurity policy making, and the coordination with other governmental groups.

NERC's?2020 Summer Reliability Assessment?finds that projected resources are at or above the levels needed to satisfy summer peak demand under anticipated weather in nearly all assessment areas. However, the unprecedented coronavirus pandemic has led to heightened uncertainty in demand projections, has disrupted preparation (i.e., preventative maintenance, supply stocking and training) for the summer peak operating season and threatens the health and safety of critical industry workforce. Although the pandemic introduces significant uncertainty into demand and some risk to generation resource availability, the Anticipated Reserve Margins, which were based on pre-pandemic demand forecasts and anticipated resources, indicate that the assessment areas are prepared to meet potential peak demand with or without pandemic-related demand reductions. Further, in its continuing outreach and coordination with system operations and Reliability Coordinators, NERC did not identify any specific threat or degradation to the reliable operation of the bulk power system for the spring time frame.

The E-ISAC is asking all organizations with portal accounts to identify a Designated Approval Officer (DAO) and an alternate DAO who will be responsible for confirming new member requests and maintaining their organizations' information and Portal access user list. The DAO should be a senior security manager with understanding of who should have access to the E-ISAC Portal and who can serve as a point of contact please email memberservices@eisac.com to identify your primary and alternate DAO by May 4.

Due to COVID-19 and its disruptive effects to normal work-life, the Q1 Reporting Deadline for MIDAS and all other Section 1600 applications has been moved to June 29, 2020. This extension allows users extra time to enter data without causing any major disturbances to future reporting and analysis. NERC Announced that it is creating a new ERO Enterprise Security Initiative to focus on security outreach and education. Vice President Bill Lawrence is to take the lead in working with the Regional entities to engage stakeholders in more meaningful education in this challenging area.These efforts will bolster the ongoing security efforts of industry and the ERO Enterprise. The initiative will focus on:

? The development, promotion and coordination of physical and cyber security efforts, including sharing best practices
? Development of security training and participation in regional and continent-wide security exercise
? Supporting NERC, the regions and industry on matters related to the interface of reliability and security
