Washington. The Coalition for a Prosperous America (CPA) strongly praised the Trump administration for issuing an executive order to end U.S. reliance on China for key medicines. CPA has long urged a reduced dependence on China for sectors critical to national security, including military hardware, wireless networks, prescription drugs, and antibiotics.

CPA''s Take: China sees COVID recovery as an economic growth and jobs opportunity. America's elected officials only think in terms of supply chain resiliency. Why are they not talking about the jobs opportunity? We are just not serious about fixing unemployment.
For all practical intents, the United States is at war with China. This may come as a surprise since no bullets have been fired nor declarations made. Yet there is little question that, for over a decade, the Chinese government has engaged in a sustained campaign of cyber-enabled economic aggression against us and our allies. They have targeted our most productive economic sectors and are currently winning. But as we restart our economy after Covid-19, we have a unique opportunity to shift this fight decisively back in our favor.
June Trade Deficit Falls Slightly In Pandemic, Stands At $50.7 Billion

The pandemic has curtailed exports and imports and today's trade numbers showed a slight decline in the trade deficit. The June deficit came in at $50.7 billion, 7.5 percent better than the $54.8 billion deficit in May, based on the Bureau of Economic Analysis data.

Presses USTR Lighthizer to pursue broad reset of tariffs at WTO
Washington. The Coalition for a Prosperous America (CPA) today sent a letter to U.S. Trade Representative Robert Lighthizer supporting a substantial renegotiation of bound tariffs set at the World Trade Organization (WTO). Specifically, CPA is urging Lighthizer to begin a GATT Article XXVIII process in order to fix massive tariff differences between the United States and other countries. Specifically, the U.S. maintains the lowest bound tariff rates in the world (at 3.4 percent) while other WTO countries maintain double-digit bound tariff rates.

CPA''s take: China pigeons. Those who acknowledge Chinese racial authoritarianism or other bad behavior but then pivot to argue for no action or for irrelevant or cliche solutions.
There is a new breed of China watcher stalking editorial pages. Potentially concerned, though not always, about various China misdeeds which few deny but clinging to unrealistic beliefs about solutions or simply unwilling to adopt firm beliefs about solutions, the China pigeon is unable to target workable solutions with difficult choices. We see this easily tossed softness in a variety of guises that remain unable to grasp the difficulty facing the world today.

The global dollar system has few national winners. In the typical frame, understanding the US dollar means understanding the "exorbitant privilege" it confers on America. But the role of the dollar in structuring the international financial system and defining the relationship between a hegemonic US and the rest of the world is ambiguous-as is the question of who exactly benefits from the current arrangement. Dollar primacy feeds a growing American trade deficit that shifts the country's economy toward the accumulation of rents rather than the growth of productivity. This has contributed to a falling labor and capital share?of income, and to the ballooning cost of services such as education, medical care, and rental housing. With sicknesses like these, can we say for certain that the reserve currency confers substantial benefits to the country that provides liquidity and benchmark assets denominated in that currency?

The new hires-Trade Counsel Charles Benoit and Industry Analyst Kenneth Rapoza-will help CPA improve its advocacy for domestic industry at a time when Americans are increasingly turning away from products made in China.

President Trump is running behind his Democratic challenger in the polls. However, past polling has been badly wrong - we need only look as far as the 2016 election for a particularly sharp example.
