European Public Sector Award 2019

On 6 November, EIPA presented the European Public Sector Awards 2019 to the three winning projects in the three administrative categories – European and National, Regional and Supra-Local and Local. This year's winners showed how innovation in the public sector can really help to make life better for citizens. They received their EPSA 2019 trophies during the final award ceremony, which took place at the Provincial Government House in Maastricht, where the Maastricht Treaty was signed in 1992.

Workplace innovation has an important role to play in helping public sector organisations across Europe adapt to unprecedented challenges, redesigning services in ways that meet increasingly complex social economic needs by unleashing staff knowledge, skills and creativity more effectively.

Cecilia Wikström new Chair Board of Govenors

Following up on her appointment during the last Board Meeting in December, Ms Cecilia Wikström has taken up the position of Chair of Board of Governors and succeeds Mr Guy Verhofstadt. Wikström brings with her an established European network and extensive knowledge of EU affairs.

EIPA strengthens ties with Serbia: Signing of new Memorandum of Understanding

EIPA Luxembourg and the Serbian National Academy for Public Administration (NAPA) has this week signed a Memorandum of Understanding (MoU) to cooperate in fields of mutual interest to the parties.

Understanding the public sector financial management cycle

Public administrations in Europe at all levels continue to face many very difficult and complex and often multiple challenges, many of which are not susceptible to quick solutions, especially as public finances remain tight and managing budgets and public services is an ever more challenging task for the public sector.

CAF update

EIPA Briefing:
Procurement audit - helping to ensure public money is well spent in the crisis

In unpredictable times effective audit is even more important in scrutinising the effective management of public sector budgets.

Our new Briefing shows how auditors can improve their effectiveness by a risk-based approach to procurement audit with particular emphasis on how procurements are planned and prepared before they are launched and how to ensure that value for money for citizens is secured in the way the contract is delivered.

Sharpening the teeth of the infringement procedure

In its judgement in Case C-543/17, Commission v Belgium, the Court of Justice of the European Union establishes that both no and partial notification is covered under the definition of the failure ''to notify measures transposing a directive''. Our new briefing discusses how this reinforces the infringement procedure and seeks to foster timely transposition of directives.
