On the 27 September, the worst fighting in decades erupted over Nagorno Karabakh. A remote, beautiful place in the South Caucasus, the people of Karabakh have already suffered years of hardship as a result of the 1988-94 Nagorno Karabakh War and the deadly legacy of landmines left behind.
The recent fighting began as helicopter, drone and tank clashes on the line of contact and has escalated with rocket and artillery attacks. Families have been forced to abandon their homes and flee to shelters. Winter is coming, the threat of COVID-19 remains and the situation is dire.
HALO has worked in Nagorno Karabakh for over 20 years. We are the largest humanitarian organisation working in the region, employing over 130 local men and women. When the fighting erupted, we immediately ceased our landmine clearance operations to begin distributing emergency supplies and hygiene kits to civilian bomb shelters.
As the intensity of attacks has increased, explosives, including cluster bombs, have been found in homes and streets. The risk to local people is high. Unexploded cluster bombs with their red ribbons are particularly attractive to curious children. HALO is urgently distributing risk education materials, identifying the dangers and instructing people to leave them to specialists to remove safely. Local TV channels are using HALO''s materials to broadcast the same safety messages on the hour.
Our immediate focus once the fighting has ceased will be to start high-priority clearance of dangerous areas to prevent accidents as families try to return home. We are currently mapping the areas of explosive contamination and stand ready to begin clearance as soon as it is safe to do so.
Nagorno Karabakh''s status means few international aid organisations are able to work in the region but HALO is coordinating our humanitarian efforts with those actors who are present. We have provided protective equipment so they can lower the risk of carrying out their relief work.
The severity and urgency of the situation cannot be underestimated and HALO is focussed on protecting our staff, their families and the civilian population in the days and months ahead.
