Happy New Year! We are preparing for TPRC48, which will take place September 25-26, 2020. In partnership with The Internet Governance Lab at American University, we are also working on a new pre-conference that will take place on September 24, 2020 from 10:00 am – 4:00 pm. More details to come on this inaugural opportunity. 

As you read my note, the TPRC48 Call for Proposals is now open and as a cross-disciplinary conference, we encourage submissions from a variety of disciplines interested in advancing scholarship in the communications and related fields. Your submissions can be papers, posters or panel ideas. We are once again partnering with the Benton Institute for Broadband and Society for the fourth annual Charles Benton Early Career Scholar Award, recognizing scholarship in the area of digital inclusion and broadband adoption. If you have more questions, we have scheduled a special informational call with our program committee chair to answer any and all questions about this year’s Call for Proposals in early February.

These are the things that you need to know as you navigate your planning for submissions to TPRC48. However, there’s something else that I want to share. We value your participation. What makes TPRC one of the premier international research conferences is the dialogue that participants have around selected presentations, as well as the networking opportunities between students, academics and policymakers. Being at TPRC offers a rich experience by fostering reconnections, new introductions and healthy debates over the issues affecting the future of our society. We are a nonpartisan organization and welcome all diverse scholarship, scholars, geographies and approaches to problems that our blended community has the advantage to address and potentially solve. This year, we are actively promoting our support of the values associated with diversity, equity and the free expression of ideas. We want to ensure a free flow of dialogue from scholars and influencers from around the world.

As you receive conference information over the next few months, submit your ideas for papers, panels and posters, or register as an attendee. We can’t wait to see you!

Greetings TPRC community,

I hope that each of you are safe where ever you are in the world during this still uncertain time. Due to the slow and cautious reopening plans of both Washington College of Law and the District of Columbia, we are postponing TPRC48 from September 2020 to February 19-20, 2021. Please mark your calendars and stay tuned for more details on the schedule and content. 

We made this decision after thoroughly reviewing your survey responses, various virtual platforms, and conversations with members of the TPRC community, including the Board. Overall, we heard in your survey responses that we are a relational community and an in person conference held later was better to keep everyone safe and gain a better understanding of the status of COVID-19, especially the public health guidelines from the CDC and the university.

I also made this decision to move the conference later because your voices matter, especially at this time when digital disparities, increased broadband access and platform use are important issues. We are a community where networking and mentoring opportunities enriches the experiences of our community, especially when it is in person. Given this, it''s not to say that we will be interacting without face masks, but we will be together at a time that may be safer for us to gather to exchange thought leadership.

We recognize that everything may not be fully operational even early next year. With that being the case, we plan to offer in the next few months webinars featuring TPRC experts and timely content. We are also in the process of finalizing details for a special edition journal in partnership with Penn State. Finally, being back on campus will enable us to live stream sessions with the permission of our presenters for those unable to attend. Please look to this blog for details on these activities soon.

Thank you to everyone who has been patient with us as we have explored our options for this year''s conference. Registration for TPRC48, which will now be held in February, will be available soon. We still plan to host TPRC49 in the Fall 2021 filled with accepted content from next year''s Call for Papers. 

I hope to see you in February for TPRC48, especially after you see the line up of papers, posters and panels.

Charles Benton Early Career Scholar Award

The Charles Benton Early Career Scholar Award recognizing scholarship in the area of digital inclusion and broadband adoption. Early Career scholars (those currently enrolled in a degree program or no more than five years from receipt of most recent degree) are invited to submit as per the guidelines below. The winner of this special honor will be presented with a $1,500 cash prize at lunch during the TPRC48 conference and the TPRC Conference fee will be waived. The winner will be required to contribute a blog article based on the winning submission for publication on the Benton Institute website. A runner-up may be named but does not receive a Conference fee waiver and is not obligated to do a blog.

Applicants are invited to submit any/all of the following for consideration: (1) an original empirically-based research paper pertaining to the area of digital inclusion and/or broadband adoption, (2) a policy proposal for digital inclusion and broadband adoption with a discussion of the justification, and/or (3) an essay on a topic dealing with digital inclusion and/or broadband adoption. Submissions must be less than 25 double-spaced, typewritten pages, inclusive of notes and bibliography and will not have been formally published in a peer review outlet prior to TPRC48

Submissions must be received by May 29. The recipient will be chosen by a TPRC Board Committee. The winner will be informed by July 17 and the winner will be required to attend the conference and agree to work with Benton Institute's Executive Editor, Kevin Taglang, to produce the blog article for benton.org by December 31, 2020. DEADLINE FOR STUDENT PAPER CONTEST is April 30.

All student paper submissions should be blind to the author''s name and affiliation. Please remove any identifying information from your paper prior to submitting it to the contest. Improperly blinded submissions may be rejected. 

As with the general session papers, student papers previously accepted for publication in a peer-reviewed journal or conference proceeding, in a law review, or as a chapter in a published book are not eligible. Material that has been published or presented in other venues (e.g., dissertations, working papers, position papers, documents in repositories like SSRN, and other conferences) is acceptable.

COVID-19''s Lessons for ICT policy

Greetings TPRC family,

I hope that this email finds you in a place of safety as we continue the global fight against COVID-19. TPRC has the health and wellness of our community from speakers to funders as top priorities at this time. As the coronavirus is still aggressively spreading across the world, we will continue to monitor and adhere to the guidelines of local and national health authorities, as well as the Centers for Disease Control and the World Health Organization. We are particularly mindful of their recommendations, and in some cases, mandates over gatherings of large groups of people.

As these guidelines continue to be updated, it''s too early to cancel or postpone TPRC48. As of today, the annual conference scheduled for September 25-26, 2020 will proceed as planned in Washington, D.C. We will continue to monitor global events and take the lead from American University Washington College of Law, whose venue is the location of the conference. We will update the community via our social media platforms and website with any new updates or changes to the conference date or format. 

Given this decision, I want to remind you that the deadline for the Call for Papers is Tuesday, March 31, 2020. We encourage you to submit your paper, panel and poster ideas. Your intellectual inquiries and ideas are welcomed and clearly needed as technology has become central to the solutions addressing this pandemic. This communication serves as a friendly reminder about next week''s deadline.

On another note, we are very excited to be partnering with American University on a new pre-conference that will take place on September 25, 2020 for university students and TPRC researchers. You will receive more information in the coming weeks on this new engagement and hope that you will find time to attend.

In these difficult times, I extend tremendous gratitude to the TPRC community for your ongoing support of this organization, your needed thought-leadership in research and policy communities, and your tireless efforts to maintain continuity at home and work. Let us all be mindful of the roles that we individually play in the containment of COVID-19 both in the U.S. and abroad and look to the leaders from government and the scientific communities to get beyond this. For members and donors of TPRC who are personally impacted, we are here for you and offer words of encouragement during your recovery.

TPRC48: The Research Conference on Communications, Information and Internet Policy is seeking proposals for the TPRC48 program. Proposals will be accepted February 15 - March 31. Abstracts for papers and posters as well as panel proposals are being accepted. The Program Committee will review these blind submissions. Panel suggestions will also be reviewed.

TPRC and the? ?Benton Institute for Broadband & Society? announce the fourth year of the Charles Benton Early Career Scholar Award, recognizing scholarship in the area of digital inclusion and broadband adoption. NSF BRW''20 Deadline Oct. 30

We are organizing the BRW''20 (Broadband Research Workshops 2020) in November 2020, sponsored by the U.S. National Science Foundation. The workshops will produce a report for NSF defining the key research goals for broadband in the United States for the next five or so years, while also reflecting on earlier research accomplishments and gaps.

The workshop series will consist of three workshops, each with a different main theme: Broadband Technology, Broadband Economics and Digital Inclusion.

Each of these three workshops will take place over two afternoons (U.S. Eastern Time), via videoconference. You can find dates, times and other details at https://sites.google.com/view/broadbandresearch2020

The workshops will be focused on producing the report for NSF, based on participant contributions, i.e., there will be no or minimal presentations. The workshops will operate under Chatham House rules and are not open to the public.

In the meantime, you asked for it and we''re giving you TPRC content leading up to our convening. Starting this month, TPRC will be hosting a series of webinars that bring together experts from the academy and policy circles to discuss pressing concerns related to our community''s interests. These one-hour panel discussions will be held monthly through November and allow for some audience Q&A at the end. These are FREE to anyone who wants to attend and OPEN to anyone who shares interests in technology and telecom research and policies. Please sign up and engage the speakers during these scheduled webinars by asking questions, and inviting others to hear why you''re so excited about TPRC and the opportunities that we provide in research, mentorship and networking.

Dear TPRC Community, 

We are in the middle of trying times as we tackle the range of health and economic challenges related to the global incidences of the coronavirus. Given the unexpected demands this has put on many, we are extending the deadline for the Call for Proposals to Tuesday, March 31, 2010 to help those in need of some extra time for their submission. The submission guidelines will not change, only the deadline for paper, panel and poster abstracts of March 16 has moved. Please continue to submit your paper, panel and poster ideas.

We hope to hear from you and see you in September. We will continue to follow and respond to the circumstances, so please stay tuned. In the meantime, we extend our thoughts to all those in the TPRC community impacted by this global pandemic.
